Even though the Russian auto industry is on the decline, BMW has some plans regarding the local production and portfolio by the year 2019. Instead of opening a plant in Russia, as it was initially planned, BMW decided on expanding its cooperation with a Russian contract assembler, Avtotor.

The Russian company is now launching a new cluster the region of Kaliningrad, and there may be some BMW models among 100,000 planned units.
The original plan BMW had was to open a plant in 2015, with the initial capacity of 55,000 cars per year that would be raised to 80,000 by 2017. As more than half BMW cars sold in Russia last year were assembled by Avtotor, the decision they made seems more logical.
