Bro Sindevil, if you can recall the full number plate, send an email to LTA and request them to check on the car modding. It should cost him some money dekitting for inspection.
I did it once before, and them replied and informed me that the car mentioned was recall in for ad-hoc inspection.

The irony of it is that being considerate and nice drivers actually encourages and embolden the inconsiderate ones. By allowing reckless drivers to cut into your path without signaling or without giving way when the STOP sign is facing them or for hogging the right lane, without responding, it merely enforces in the mind of these drivers that they have a right to behave this way. The motoring public as a whole should respond to these inconsiderate drivers to remind them they should behave and drive safely.

Like what I always tell my sister, when I horn a pedestrian who anyhow cross the road (e.g. wearing headphones and without looking out for vehicles), or at a dangerous cyclist, I could have save their life in the future because now they will know that they have to be careful.
But of course if they still don't wake up, then too bad lo.
Then I will continue to say "they are lucky I am driving a car and I am an alert driver, I can stop in time. If they encounter a lorry with large blind spot and which cannot stop so fast, they will go heaven".
I must have repeat the above stuff like 1000 times; nowadays my sister no longer response to it....

Just the other day along PIE towards Jurong somwhere around Bukit Timah, a white Mazda 3 (SGU 1xxxx) overtook me on the left (I was in middle lane), cut all the way to right, and then to middle, left, right, etc, all without signaling and literally seemed to be swerving into the lane each time. Then a little later, the right-most lane slowed to a crawl and I was wondering why. Then I saw the same white Mazda was deliberately driving extremely slowly because a red taxi behind him flashed at the Mazda when he swerved into the lane of the taxi on the right-most lane! I mean, where do these drivers come from anyway? He was driving so inconsiderately and dangerously and he got angry because he got flashed! What nerve? The motoring public should all flash at him and horned him to show the disapproval of such behavior but guess what? Yes, everyone was so goody that he is embolden to do that.
