No idea, it could be passer-by (top pic) or friend of the handicap (bottom pic). Or it could be a mock up role play to shame the inconsiderate drivers.

It could be real. Or the driver is actually 5 meters away and is sprinting back to move his vehicle. Anyway heng ah it is not a BMW!
