Prime Minister Lee Hsien Loong has asked the Ministry of National Development (MND) to fully review the transaction of PAP Town Council's management software to Action Information Management (AIM) in 2010.

In a media statement, Mr Lee said he is calling for the review in the interest of transparency and maintaining trust in the system, for MND to "satisfy itself that public funds were safeguarded and residents' interests were not compromised".

He said MND will take a broad-based approach, including re-examining the fundamental nature of town councils, with a view to ensuring high overall standards of their corporate governance.

Mr Lee said last week, Mayor Teo Ho Pin had explained the circumstances of the sale of PAP Town Council management software in an open tender to AIM.

He noted that the transaction was not raised as an issue by any of the external auditors who audited the FY2010 accounts of these town councils.

He said MND has begun the review, which is expected to take a month or two.

The Ministry of National Development said its Town Council Review Team is led by its Deputy Secretary Tay Kim Poh.

The team will report to the Ministry's Permanent Secretary.

Planning had begun last week and field activities should start soon, and the team looks forward to the cooperation of all town councils.

Town Councils are autonomous bodies managed by elected Members of Parliament and governed by the Town Councils Act which the Ministry of National Development administers.

At the end of the "reseach", there will be gaps and lapses.... but it's a learning journey.

buy more time to come out with 'reasons'................so that this issue will not be deemed "unattended to" as we soon head into a by-election in Punggol East. wayang...........

dun think anybody will mati.....what kind of findings do we expect after 2 months.
reminds me of the ministerial pay review thingy
end up the HR consultants huat ah back then..
or worse, the mrt saga, how much did we spent on legal fees?
any improvement thereafter?? lol

Scope of work is to ensure money is not lost.... It's not on Related party transaction. Issue of different channel again between govt and citizens

proper framing of the scope of investigation will ensure the outcome will not negatively impact the party. keep in mind, the transaction is entirely legal in the view of the government, which is why the 'review' will be held by an 'insider', as opposed to getting CPIB involved. The outcome will only reflect if the judgement to sell/approve the sale is a good/bad one. In such a case, you can just make an apology and 'move on', no one (senior enough) will be deemed liable for lacking in judgement.

after the fireworks...then comes the investigation.

govt never learns. sometimes its better to come clean n admit fast.

till that happens they will keep losing votes.

When your army has not gone into battle for more than 4 decades, you get a bit rusty.

I'm sure the report would be squeky clean based on the scope of work for the review. No matter the result of the review, we are seeing some benefits of WP in parliament...at least PAP doesn't sweep under the carpet anymore.

Checks & Balances. No one is saying that the hommes en blanc is wrong, corrupt, guilty or anything other than honest. But, given that they are still humans, it's only wise not to give the hommes en blanc a carte blanche to wield as they choose.

Can sue that Teo woman or not? Since they like to suka suka sue oppositions, sue them back.
