1.Bidding must be done by buyer personally using 100% cash deposit
2. Successful bid is base on per cc. Example $10 per cc means you pay $10 x 1600 cc or 3000cc depends on your choice of model . No need for cat A or B or open cat.
Total 3 category : 1. Commercial 2. Motorcycle 3. Car
3. Loan can be 100% of sale price for max 10 years.

Make life simplier....

1. Cut loan to max 50%

2. Selling price must be transparent, including free gifts.

3. Ban over-trade.

- this hurts govt associated banks like OCBC and DBS...therefore should allow 100% or 80% min

ok. Then impose a 20% "cess" tax on loan above 50%.

ban dealer to bid coe.
1st priority to bid coe is owner. owner can give proxy to dealer to bid.
dealer must price all their car without coe. now dealer very lansi, you ask to buy without coe saying you bid on your own, see you no up and ask you go fly kite.
coe must be paid cash 100%. owner bid liao and no money to settle penalty the min sum which is $10k.

100% true regarding dealer attitude
COE went up, packaged price went up +10%
COE went down, packaged price down by 5%

Bidding with cash doesn't make sense because one who is cash poor but debt free will have to sell his current car before he can bid for coe.

you are right not everyone can or willing to dispose $90k-$100k cash for coe
hence, coe should come down to let's say $30k level or lower ... cash no prob right?

Think this is to give themselves buffer in case COE shoots through the roof. Anyway y must let dealers bid?

then it will go up to $40k $50k $60k ... $90k
no difference compare to current $90k coe ... but seems affordable because of 10 years loan
i believe paid in cash will definitely lower than paid in loan ... just like property seems sibei cheap due to low interest rate and super long loan tenure

just like courts/bestdenki/etc encourage buyer to buy the latest led tv with zero interest and 24 months payment. if pay cash, the buyer will think 2x 3x and the unwillingness to dispose big sum of cash $$$

besides, only affect new car which need to bid coe ... used car not affected
as long as bidding process bring down coe ... new car owner and used car buyer also benefited ... cash strap can buy 1-3 years used (like new) car ... miss lim got 6 cars to sell .... lolz

COE category based on capacity is outdated now. It should be based on hp+torque of natural aspirated 1.6L. For Cat A, it should be for cars up to 130hp + 180NM. Anything more should go to Cat B.

Some engines have high horsepower but are relatively efficient which will improve traffic flow while being more sustainable. Hence, road tax or COE should be proportional to CO2 emissions and not based on power or cc.

All these proposals are too complicated for our MIW who are generally scholarly, close minded and living high on the ivory tower (oxygen level to thin) to understand.

Hehe ....... who knows ..... based on what you said it might just be easier for them to go with flat rate -

100k for 10 years for first car
200k for 7 years for second car
300k for 5 years for third car

Based on 100k for 10 years - most people would then start to convince themselves that its just 10k per year which is $830 per month. Then add something for the installment ..... no problem.

Easy ... effiicient.

Hmmmm, maybe MIW might just introduced your simple to understand proposal into the current COE system with just a tweak w/o doing anything much such as flat rate but with starting bid of;
100k for 10 years for first car
200k for 7 years for second car
300k for 5 years for third car
