As per seller, engine might be a bit noisy and safety belt bucky is faulty. FC around 7 km / litre

Yes... as they may provide tat as a service so u return to them in future. How thorough I don't know though.
Anyway even those sta or vicom evaluation cheacks at $200 isn't better
