Whats the norm process of changing car colour?

like to find out whats the normal process of changing car colour?

Was told existing colour will not be totally stripped, is that normal?

depends.

some just sand a bit, then spray over.
some will sand, prime, then spray.
some will sand to bare metal, treat, prime, then spray.

for most jobs, existing color will not be totally stripped. that's normal.
even for change of colors.

I suggest dont save if you want to change colour. Pay more for a quality job.
