What stains are these???

NB, both my front rims got these stains. Looks like marker pen but i doubt so.
What are they? Can it be polished away?

Or is it god's sign to ask me to spray my rims black?

Mark not using BBS......... I forgot the brand.... but i know he's using the same brand of rims as Dave's E60 M5....

dun think is peeling off. coz if it is peeling off, i would be able to see the "layer" that has not been peeled off. but it is flushed. hope can be polished off.
