What do you guys think of Scrapping COE and following this structure?

Ok so the purpose of COE is to regulate the number of cars registered so that the the congestion on the road can be managed. Some argue that there are better ways of regulation but the COE is in place so that the govt can "earn" money. So lets say for a moment that the govt really doesnt care about the money that comes from the COE and is solely interested in managing the traffic. In that case do you guys think the following way to control car population is better than the current one?

1)The govt fixes the number of cars that can be registered based on the no. of de-registered cars and how much they want the population to grow or shrink. Lets say they decide that for a particular month only 100 cars can be registered.

2)The car prices are set to the normal car pricing around the world (BMW 520i for about 70-100K). Even with the car prices low, the congestion on the road cannot increase as the no. of cars that can be sold is controlled by the govt.

3)People who wanna buy a car go on to the govt website and register. So there will be a waiting list for when you can buy the car.

4)Shortly before the their turn to buy the car, people can choose which car they wanna purchase, so that the government allocates the 100 cars to the different dealers accordingly.

The way I see it, if we do things this way, yes we might have to wait a few years to get our cars but when we do get it, we wont be under a heavy loan burden. For people who cannot afford the cars they love..waiting 3-4 years to buy the car is much better than never being able to afford one. People wouldnt be allowed to sell their positions on the waiting list. So either they buy the car when their turn comes or they forfeit the position, in which case the next person in line gets the chance to buy the car.

They could also keep a small portion of the 100 cars for the people who just cannot wait to buy the car, but price those cars with a hefty premium of lets say 200K or so.

These are just my thought...let me know what you guys think!

Note that government can do away with COE, but if the quota of the cars are fixed at those levels, the government CANNOT force the dealers to price it competitively. That means if PML is given only 100 cars, the 640 will be priced high, but perhaps the 1 series and 3 series will suffer a steeper price increment (% wise). Smaller ticket items compare to a 640 or 760.

Not to mention that there will be complex issues of apportioning what cars to which dealer. Example Cycle & Carriage with Merc, Mitsubishi, Kia and Citroen, versus PML.

The final result - still about affordability. Rich can afford, poor cannot.

For the fact that just to buy a car need to wait few years .. its a big laughing stock. We are talking about buying car not house ....

So...someone goes to MBS and hits the Jackpot at the Casino, goes straight to a dealership to buy a new Ferrari.

And based on the idea above, he has to wait 3-4 years during which there is a 99.999% chance he loses everything back to the Casino.

No wonder people keep hurling vulgarities. CCB...!!!

this can only be done if car is sold by govt ...

got class 1 to class 10
each class got criteria 1 to criteria 10
each criteria got means testing 1 to 10
each means testing provide another 1 to 10 for appeal case-by-case basis

Easier to just price the ERP at $25 per gantry. Flat rate around the clock for your convenience ......

Confirm car population drop and yet you can go buy whatever car you want at a cheaper price as supply outstrips demand. Best of all the gahmen Huat. Everyone wins - happy ending.

Then advance the technology by using gps and charge $12 per km. Machiam like taxi. Confirm people all start to car pool and take bus or MRT. Or cycle like the Ang mo.

Yep, taxing consumption is more effective than taxing ownership. Then again, they are doing it somewhat now - weekend car schemes and ERPs.

I like the idea of progressive/exponential ERP charges on second and subsequent cars registered under the same address on the road the same time as the first car. This encourages family members to carpool. Then again, I assume there is a lot of families with more than one car (on the road at any time).

One immediate solution is still less restrictive road designs, especially widening the lanes joining all expressway - example PIE (Changi) exit on CTE northbound. They are the biggest culprits of expressway jams.

+1. Adding to discussion is to address is fixing up condition of our roads which is an absolute disgrace. Potholes and subpar patches everywhere :mad: Crazy COE$ and yet we have to put up with crappy roads.

I advocate for the longest time rolling ERP charge depending on how slow the average traffic is.

Scrap COE. Install ERP on every major road on the island. ERP is revised on 15th of every month. Traffic is monitored on an hourly block. ERP is charged as follows:
Legal speed minus 10km/h: $0;
Legal speed minus 20km/h: $10;
Legal speed minus 30km/h: $20;
Legal speed minus 40km/h: $30;
Legal speed minus 50km/h: $40;
Legal speed minus > 50km/h: $50.

If ppl drive recklessly & caused an accident, all road users will suffer together the next mth.

I am not sure whether it is caused by road users or road design.

I strongly believe a WP govt will solve all our COE, roads and congestion problems...

If owning car is affordable to all, on public holidays like cny, we will have a total gridlock
when all cars hit the roads....

There should be no tax free holidays. It should be 24/7 if the intent is congestion control....
