I have shared a similar experience, except that the damage done was on my rear windscreen. Cost me $750 at J4C. Some idiot threw a half-inch-diameter ball bearing down from high floors. I did not even horn. Reported to the police nonetheless.
So, what to do about these buttholes? For one, you did the right thing by reporting to the authority first. It might not help to apprehend the perpetrator(s), but it will send a strong signal to him or her, and those watching the action. Try it few more times, and one day he or she might land his or her butt in jail without any material gain.
Having said that, it is ironical from the standpoint of criminal science that these sociopathic idiots would do damage to properties via killer litter or vandalism. The deterrent sentence on these offences are made known to all, and yet these idiots are risking their freedom, butts and houses to inflict physical damages without any real financial gains. Might as well rob for money, one will say? Not that I am condoning a robbery, but the point is that it does not make any sense from the risk/reward perspective if these idiots are risking to suffer the punishment.
So why do people still do that?
It boils down to this - statistical probability. What are the chances of getting caught? If the probability is low, the crime will look more enticing for the sociopathic behaviour to enact upon. Alerting the police increases the probability of the perpetrator getting caught. Hence let the police document the case, and leave the worry to the perpetrator(s).
As far as we (the victims) are concerned, it is a painful experience, but a bearable one. Moola and sentiment we are talking here.
As for the serial vandals or litter-killers, they will have to contend with the fear of imprisonment and forms of corporal punishment. Their entire life we are talking about here. And years of their freedom.
