When you spray your car to a different colour, your Log Card will need to be updated. Usually the paint shop will settle this for you.
You can save by not spraying the mentioned parts but if the colour difference is very marked, then when you pop your bonnet during the meet-ups, people will immediately spot the cost saving measure.
The other drawback when you sell the car, the dealer will knock off some money from the car and say that the spray job very bad, cannot sell car, hence need to re-spray car again...Then again, they usually say things like that...
Bottom line spray the inside. IMO you will never get over seeing the different colour under the hood.
There is no savings in using water based paints in fact they usually cost more cos only the big wigs use water based for enviromental considerations. Stick with the conventional solvent based paints and should not be wrong.
