If I am not wrong, that centre cover is part of the round airbag. Since Mok, is not selling with the airbag, Ghazali will not get the cover. Ghazali will have to buy his own airbag. Do note the stock E39 airbag will not fit coz it is not the round type. And the round airbag to fit this steering is going to be pretty expensive at more than $1k in Singapore if you buy from PML (from my recollection).

The centre cover is attached to the AIRBAG. Any E46 3 spoke steering wheel (round) airbag will fit. If you drive an E39, you will need to buy an E46 round airbag.
Many E39's have this mod so that they can shift gears via steering wheel paddles. It's more expensive for E39 people as they have to factor in the cost of the airbag on top of the steering wheel.
and also, the paddles are not ur conventional M3 paddles ya??.. these are found on ur SSG where u can both upshift/downshift frm both left right sides. The sterring is the normal one, it's not as thick as the ///M steering..

A SMG1 Multifunction Steering Wheel without airbag..
Yes, it'll fit any E39 but it has to come along with the "Slip Ring" i.e. like a boss kit, which is a ring to connect all the wires for the buttons to work. The paddle shifts are +/- on each either side of the steering wheel.
However, unlike the M3 SMG2 paddle shift which has only + (upshift) on the right and - (downshift) on the left...F1 style..
The absense of the airbag, if not mistaken can chk with the ur authorised BMW parts dealer...they may have the cover which comes with the horn as well. However, one must quote that it's for a round steering wheel!
