Need advice on a second hand COE BMW

Noob here, will like to seek the advice on the following Beemer on SGCarMart:

Used BMW 318i Car for Sale in Singapore, - sgCarMart

Does anyone know the history of this car?
This car looks to be in good condition; but I will like to see if anyone knew anything about this history of this car...

And also given that the COE is only worth $3k+ and the owner is looking at 56k; what is a realistic price to offer and also what are the possible issues with car insurance for this COE car?

Will I be able get comprehensive insurance for a COE car?
