For the car it was designed for, the BMW.AG definitely had done alot of testings of the brakes on the car. So that is assurance from the factory.
Having said that, however, I do find M3 brakes (complete stock incl pads, rubber hose and lower DOT brake fluid) are inadequate for the car on the track. They fade fast! An upgrade to the after mkt pads, stainless steel braided line and DOT 5.1 will provide a better performance overall. I hv gone thru this route myself and I noticed less fade vs pure stock. That black M3 u saw at BVO is my car.
For street driving, stock M3 brakes are more than enough. Nothing to complain about really.
So that's M3 brakes on M3.
Now, if u take those stock brakes and put in a less powerful car then obviously you will find the brake upgrade yields significant improvement. I am pretty sure it should be sufficient for FI'ed cars up to 320-340bhp at the crank. That's roughly where I think the threshold is. In doing so, one might as well upgrade the pads, brake hose and brake fluid => uprated M3 brakes so called.
So in short to answer you questions:
Sufficient? Generally Yes and depends on whether u track the car regularly or not
Assuring? Yes but don't expect the brakes to perform like BBK with almost zero brake fade
Judders? Nope..now that depends on how ur installation goes obviously.
I dont knw much bout the mkt there in Malaysia...
It maybe a better idea to just buy the front BBK and upgrade your rear brake to 330 brakes and you are better off that way. First, u can sell your BBK w/o much of a problem. People maybe doubtful bout conversion so it maybe hard to re-sell M3 brakes. 2nd, you get a significant performance improvement overall. Last but not least, u get the PIMP factor of BBK.
