Well... Women Charter is a long story way back in 1958 when the PAP formulated and disseminated their election manifesto for 1959 - 1964 called "The Task Ahead".
One part of it was announced by then chairman Mr. Toh Chin Chye as the emancipation of women and its sole purpose are to:
"In the first instance in order to emancipate them from the binds of feudalism and conservatism a monogamous marriage law will be passed (affecting all except Muslims whose religious beliefs supported polygamy).… Furthermore to free working-class women from domestic drudgery…"
It was then read in (Then) Legislative Assembly of Singapore (Predecessor of the Parliament of Singapore) under bill 126/61 which was first read on 22 Feb 1961, then on 22 March 1961, and finally on 24 May 1961 before being passed through and all this while being studied and amended by the Select Committee.
An amendment was passed to the Women's Charter in 1996, which focused around rights regarding domestic abuse and matrimonial assets.
