Prime Minister Lee Hsien Loong said increasing real incomes to improve the lives of Singaporeans is a key challenge for the government.

Speaking at the labour movement's National Delegates Conference on Tuesday, Mr Lee said real median incomes grew by three per cent between June 2010 and June 2011, after adjusting for inflation.

He said Singapore has done well this year, due to the strong growth of 2010.

He urged Singaporeans to do their best to keep this up.

Mr Lee said the only way to sustain real wage increases is to keep improving productivity, especially through upgrading the quality of workers and jobs.

He's confident that Singapore can meet its target of two to three per cent productivity growth per year for the next 10 years.

He noted that in the 10 years to 2009, productivity grew by one to two per cent per annum.

He said this can be done with the full support of the tripartite partners and can be translated into better wages for workers.

Mr Lee urged the tripartite partners to continue to pay attention to the lower-income and less-skilled workers.

He stressed that it cannot be assumed that if wages rise in general, the income of this group will automatically go up.

He added that it's a tripartite responsibility to ensure that this group of workers will also benefit from the country's progress.

The Prime Minister said the labour movement must help lower-income workers get a fair deal, in terms of working conditions, skills training and a decent salary.

On their part, employers should go for best sourcing, instead of cheap sourcing.

Mr Lee said the government is doing its part and will take the lead in best sourcing.

It's also building on workfare to supplement wages and ensure that the lower-income workers and their families enjoy access to education, housing, healthcare and transport.

This would mean more social spending to enable the less fortunate help themselves.

Mr Lee said the government will do this in a way that will not undermine self-reliance and incentive to perform.

Concluding, Mr Lee noted that Singapore can see the challenges ahead but fortunately, the country has many strengths too.

These include the best workforce in the world, a high international reputation, especially after the last financial crisis and a healthy and functioning model of tripartism.

He said the Singaporeans must work together to build a better labour movement, a stronger tripartism and a brighter future for Singapore.

The above means he wants to upgrade those for foreign workers , get them better place to stay and pay them better than any singaporeans..

These "productivity" and "upgrading" words are such a cliche in an economy riled in capitalism.

same old "i am sorry" bullshit we saw during the final days of election.
"i am sorry"....."we are listening"...."give us a chance"
same old nice sounding words my ex-bosses used during their so called-HR consultancy motivation, negotiation etc talks.
in short, we are just the means to an end....not our ends of cos....haha

ya, we are repenting alright for the next 5 years.
i envy Milk cos he got hammer power.
my estate walkover, can only see the town council getting worse n worse.....basic cleaning services also can't make it

Anyone knows the component of cost burden in the civil sector? Take a hawker, what portion of his cost structure goes to the bureaucratic system of licensing, rental, blah blah blah? Upgrading and retraining and productivity does not help as much as trimming costs from the system. Real income can increase if the cost of living declines instead of rising faster than nominal income growth.

PAPIES is playing with statistics again? Simi real income, simi 'we will do this', "we will do that'. Layman wanna hear disposable income. That is income net paying off CPF contribution, take home pay, how much bread and rice we can put on our tables for our kids, if I can afford Mazda or BMW, if I have to take a cab or can only take SBS, if I can only eat at coffee shop or go high tea every other day. Everyone also have alot of real income - alot tied up in CPF - so wanna stressed if your economic term of real income includes disposable income or not, dear sir?

And stop telling us 'we wanna do this', 'we are going to do that', use propaganda words like 'support' etc. Splendid lullaby. I'm definitely not going to sleep with you at the wheels. See u again in 2016 elections!

Best example I can think off, real income for taxi drivers up or same after the fee hikes? Or that the press missed out the hikes in rentals, cab prices, diesel prices...... end of day real income of taxi drivers stays the same !!!
