IMO, a relay is simply a magnetic switch to transfer current direct from your battery to the lights assembly. Your switch control its function, when you turn on the switch, the relay makes the transfer, if swtich off, the circuit is "opened", hence no current flow. In this sense it does not do anything for the brightness of your bulb except to power it or not.
To have brighter lights, you need to change your bulb to a higher wattage one and at the same time, change an appropriate fuse to allow higher wattage through. The equation is Volts x Amp = Watt. Hence for a 12V battery, a 10amp fuse will allow a max draw of 120 Watt.
As long as your light bulbs remains as your original setup there isn't much problem with LTA regulation. Changing from filament bulbs to HID for example may get you into trouble if your car model originally does not comes with HID. As to what type of bulbs can be used, there are alot in the market that actually does not comply, so it's best to check out LTA site or onemotoring.com for more info.
During the routine inspection, at most, the mechanical will advise you have them changed to something that's approved (happened to me). However, I do not know the consequence one may face in a road-block for example.
If those blue bulbs is what you are looking for, so far it looks like the Philips brand is approved, so keep the box in your car as proof.
