If you do not start the car, there is no vacuum assist for the brakes therefore the brake pedal is harder. Once you start the car, you will realise that the brake pedal will "sink" in.
And the thing is you need to depress the brake pedal in order to start the car, so you just have to step harder to start. I get that once in a while too
I had this problem too. I know that there is a BMW Technical Service Bulletin on this matter. (I saw it somewhere on the E90post website courtesy of a fellow forumer here , I have a copy somewhere just need to find it)
Drop me a PM, once I get my hands on it, I could scan a copy and mail it to you.

Thanks all for the insights....but is it a "problem" or is it "normal"?...if its "common"...since BMW is aware of this (see "GUNSHIP" post)...and still affects the 3 series...this seems to be a quality issue...
