Acquitted means acquitted ... so what's with the retirement ?


SINGAPORE: Former Central Narcotics Bureau (CNB) chief Ng Boon Gay has been retired from public service.

In response to media enquiries, a Ministry of Home Affairs spokesperson confirmed the Public Service Commission has decided to retire Mr Ng from service.

This follows the conclusion of civil service disciplinary proceedings.

The ministry said in a statement that the decision was made in the public interest and would take effect from 29 January 2014.

Ng had last year faced four counts of corruptly obtaining sexual favours from Ms Cecilia Sue in exchange for furthering the business interests of her then-employers.


He was acquitted in February last year.

With regard to 'has been retired', netizen are also buzzing with technicalities which they have limited idea... so below are what it actually means when any CS leaves service.

Mr. X has been sacked = No brainer.
Mr. X has been retired = Asked to resign or asked to submit resignation. If refuse, will be presented with e letter of termination. Entitled to most 'end of service' money but not eligible for retirement benefits (if any).
Mr. X has retired = Tendered resignation on personal accord. Entitled to all applicable 'end of service' money.
Mr. X has ER = Early Release. Contracted staff. Submitted resignation. Usually not entitled to 'end of service' money if meet clauses. Maybe used to represent resigned.
Mr. X has resigned = Non contract staff. Submitted resignation before retirement age. Entitled to 'end of service' money if meet clauses. Term usually not used but ER is used instead.

the conduct was unbecoming of senior police officer but since was cleared by courts, retiring is the best way.

The conduct is his personal business - think of it this way - the judiciary says he is not guilty like what he did is not wrong. He is vindicated .... And it could have been that he resigned that would have saved him some face.

Unfortunately in the CS, personal 'business' has to be kept secret, once it is in the open regardless of guilty or not, e Ministry will ask e person to retire i.e. retired by the Ministry, any refusal to do so will will be following by sacking for 'inapproperiate conduct'.

FYI: The above may not apply to some MIW.

There is a difference between retiring on personal choice and asked to retire, his should be the latter.

I m not a lawyer but my understanding is that he was cleared of corruption ie the illicit relationship was independent of the vendors relationship with the agency. However he did agree to having an inappropriate relationship. His personal conduct has a bearing on his abilty to lead his men. So he is lucky to hv a chance to retire which i assume means he doesnt lose anythinv thats due to him. Just migrate n start afresh.

I agree. If there's no MSM printing error i.e. has been retired, Mr. X has been asked to resign or asked to submit resignation while entitled to most (or all) 'end of service' money but not eligible for retirement benefits (if any).
