It is a hint they don't want citizens to aspire to get a car (any car). They are just "transferring the traffic flow to another route " which the number of persons going there will be the same - assuming they work in that area.
So perhaps finally people decides to sell their car and move to public transport, the car they sold to , will still be on the road !
Even if ERPs are implementated on every road or junction, the number of cars will remains the same !
What they should is sell back the cars to government at market value . Then government scraps the cars. Less cars on the road.

Do you mean, a daily rate of $3 to $5 will make you change yr mind not to drive car? And take public transport ? Since you already spend so much to buy a car , what's $3 to $5 daily ?
At times it's the daily parking fee .
