Endangering own life is one thing, problem is when accident do happen, such cyclist would drag along a driver with it i.e. blame the driver

When a cyclist races out if a minor road and bangs alongside your ride on the major road and destroys your m3 mirror, scratches your door (50cm) and breaks your windows ..... How to claim insurance ?

If he cycles away - is that considered as hit and run (assume the driver jammed brake and suffered whiplash).

With a helmet and sunglasses - how to recognize his face - no license plate ?
