BMW 1 series F20 116D fuel consumption and Rims & Tyres

Hi there
I have a 2017 116D, I only achieved 17 to 18 Km per litre of diesel even though I drive KPE all the time and is not a heavy footer driver, what is the actual realistic fuel consumption out there? any one can advise me which thread or forum I should go to instead?
of course when we buy the car, PML has a LTA approved display of 25Km per litre ( combined) which I thought is not at all possible for Singapore driving .

Also any good place I can get some good quality rims and tyres 225/40/18, 7.5 or 8 at ET 45?

Sorry bro, seems you feedback consumption no good but want to up rim size?
