You can build a base like that at any workshop that builds steel furniture or industrial structures. Any of the industrial parks in SG will have a few shops that do this kind of work. Square section 20 x 20 x 2 mild steel is probably cheapest and also the easiest for them to work with and weld. Finish with paint or powdercoat. You can go raw stainless but it'll about double the cost of the piece - which shouldn't be an issue cos it's a small, cheap piece to start with.
You just need to get a trace or measurement of your chair bolt pattern, then sketch it clearly on paper with dimensions or in CAD and generate the drawings so they know what you want.

seats are pretty big and heavy and unless you make an appointment (some don't even make appointments unless it is a big job) they probably won't have time to measure it when you arrive....and they may not have space if you want to leave the entire seat behind
