ABD, it depends on the rim design.

Some 18" looks like 19" - the spokes extend all the way out to the outer lip of the rim - examples are M5 reps, Hartge, ACS 3......

Some 19" will look like 18" - with thick lip and spoke extending only to under the lip. Example is Hamann PGII.
